Car blocking pavement all the time

This vehicle is constantly blocking the pavement and is causing damage to the grass edging of the other side and is now getting to the point where it is making it difficult to get off my driveway without having to make a manoeuvre I don’t need to, the person who’s car this is doesn’t live here but visits in a regular basis
