Unable to access front garden from rear

Two fences erected are preventing me from accessing my front garden from the rear garden, therefore making me take garden waste through the house to the front. One fence is placed just before my rear garden gate. If this could be moved to behind my gate, that would help. The front fence prevents me from reaching my garden gate from the side (as it does my neighbour opposite as well). Highly inconvenient for garden maintenance and for anything that needs to be in the garden or living room. Past experience has been that a six seater sofa had to be lifted over the council fence.
