Query safety of shared pedestrian/cycle path by residential property

I am getting in touch because I am concerned about the access issues with the pedestrian / cycle path the runs along Wentworth Close, Daventry. Yesterday I was cycling along the path and as I approached the junction (faaded dashed white lines) that leads onto Sunningdale Drive I was nearly knocked down by a van mounting the path. Previously this would not be possible because there were bollards blocking access to motor vehicles. However, there have been recent changes that have rendered the safety measures pretty much useless. Because the bollards have now been moved it also means that people are parking on the path and blocking access for cyclists. My main concern is that if these changes have been okayed why have there been no signs put up to warn people that motor vehicles may mount the footpath - particularly as it is at a semi-blind spot. If somebody could check this out and get back to me I would appreciate it. I have also included an older image from Maps of before the work was down to compare.
