Cutting of grass/strimming of foot paths

Grass cutting a strimming was been done around halse road , swallow close an this area on 14/05/2024...the issue was the grass and strimming's were just been blown the the people doing the cutting onto the roads,( the whole stretch of Halse road was covered by grass and it was been blown onto the road on purpose and not collected) , the amount of grass that was blown onto the road was a lot, 2 main issues I see is

1.why could the grass that was been blown onto the road , be collected /sucked up.

2.Drains were been covered with grass clippings and twigs etc , it seem pointless in cleaning the drains one day , then employing and paying some one to cover them and maybe cause a blockage later on in the year , with possibility of flooding due to drains been blocked with grass and twigs
