Tree overhanging drive

We have had numerous limbs fall off this tree which has raised concerns about parking our cars on the driveway under it for fear our cars will get damaged. Most importantly, I have two small children who like to ride their bikes around the drive and I worry a branch may fall on them when playing in the drive under it. It is in effect restricting us using half of our driveway and has raised safety concerns. I have had a quote for having the branches cut back to the boundary which has come in at £250, however, I feel as this tree is council property and it is the therefore the council who is preventing use of our drive, this is an issue that the council should resolve.
