Stump growing through repaired pothole

Sent to West Northamptonshire Council less than a minute later. ref: 6117783.
A small section of the pathway was repaired and new tarmac put down, since then a small tree stump has grown through the new tarmac and now is covering the whole pathway as it’s grown.

Investigation: Completed (Reported to another department within WNC) - We have referred the matter to the West Northants Council who maintain the the vegetation in this area. They should respond to the location shortly.

Stumps are still growing up through the tarmac. The hedge is growing very high, almost as tall as the bungalows.

Investigation: Completed (Reported to a third party) - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that the vegetation is the responsibility of the landowner. In accordance with the WNC Network Management Plan, we will contact the landowner and request they cut back their vegetation within 14 days of receipt of our correspondence. We will reinspect the vegetation to ensure they have complied.
