Horse muck on public pathway

The local stables continue to allow horses to muck on the local public pathway. This can be avoided by bagging the horse when out. Currently there is mess directly outside their stables and no one considers that they could easily avoid cycles, walkers and runners having to manoeuvre around their animals waste. It’s massive in comparison to dog mess which is illegal to leave yet horse owners remain being allowed to clean up the same produce.
