Flooding nearly coming into the private houses

Flooding causing the manhole to lift & flooding front gardens when rains heavily, its very close to coming into the houses. This was sorted about 10 years ago by clearing the tree roots from the storm drain between the field gate & Fred Tarrys coal yard, think it probably needs clearing again! Is getting worse & worse every time it rains
