New photos showing better the location
The neighbour has installed sleepers to their boundary which means the tarmac does not go up to them, a lady has already gone down gap (covered by vegetation) and broken a bone

Investigation: Completed (Defect Found), Defect Repair: Not Started - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that in accordance with the WNC Highways Inspection Manual, the defect meets the requirement for a Priority 4 repair. We will schedule a repair to be completed within 26 weeks. Our current average response time for a Priority 4 repair is 37.3 days.
