Footpath behind formula one is impassable due to overgrowth of brambles etc.

We have been in contact with the police regarding an ongoing ASBO against the individual in question. They have advised us to reach out to you concerning the blocked alleyway that this person has now claimed ownership of and is preventing access to. The deed clearly states:
"Together with a right of way at all times and for all purposes through, over, or along the road or way colored Brown on the said plan annexed hereto, from and to Watling Street, Towcester, to and from Park Street, Towcester, and to and from any part or parts of the property hereinbefore described, in common with the Vendor and all other persons entitled to the like right."
We would like to have access particularly for 2 elderly persons trying to access the high street who are vulnerable
