Overgrown weeds that block street light to houses and pathway

Sent to West Northamptonshire Council less than a minute later. ref: 6251422.
Not sure wether it’s a council responsibility or the person that is living by the house is too lazy to cut them where the weeds are however this bush has overgrown so much that it’s nearly the size of a house and it’s so big and outgrown that it blocks any street light going to some houses especially at night time is very dark and because its so grown, there’s now loads of rats underneath the bush as well.

Investigation: Ongoing (Reported to a third party) - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that the vegetation is the responsibility of the landowner. In accordance with the WNC Network Management Plan, we will contact the landowner and request they cut back their vegetation within 14 days of receipt of our correspondence. We will reinspect the vegetation to ensure they have complied.

There has been nothing done about this yet and it doesn’t seem like any action has been taken or any communication has been passed to the owner.
Can something be actually done to get this sorted because it’s a big issue for the neighbouring houses and as winter is approaching and the dark is coming, we need to have street lightning that reaches all the houses.
