Weighted gate won't stay open for horses

Bridleway gate has been weighted. Gate won't stay open to allow horses to get through safely unless you lean off the side of the horse and hold it open... Guidance suggests that weighted gates used by horses should take at least 8 seconds to close from 90 degrees.
