Vegetation + inconsiderate parking

There is a vehicle that routinely parks half on and half off the pavement, together with overgrown vegetation makes it very difficult for anyone passing with either a pushchair or a wheelchair (I've encountered difficulties with the latter taking my elderly mum to the country park).
The vehicle needs to park such that it doesn't block any of the pavement, that is the tarmac part of it and the vegetation cut back.
