Waste bins being placed on public footpath/pavement

Sent to West Northamptonshire Council less than a minute later. ref: 6263811.

At the rear of 25a Gold Street opening on to Woolmonger street is a pavement/right of way with double yellow no parking lines abutting. The chicken takeaway have taken to leaving industrial trade bins on this pathway. A person with a white stick was walking along the path and walked into the bins and fell over - fortunately they did not injure themselves but delayed shock is bad for older people - this is a case of obstruction. The bins also sit on the edge of double lines - is it one rule for cars and one others for overloaded bins with foodstuffs overflowing and underneath parked against them. The footpath is in a filthy state where food stuffs and oil have been ground into the cobbles. Also a rats paradise only a few feet from children’s bedrooms opposite the bins.
