Planters & trees in pots blocking footpath

Sent to West Northamptonshire Council less than a minute later. ref: 6266063.

Presume that Murati's Pizzeria has a Pavement Licence for tables and chairs on the pavement outside its premises. However it has also installed large planters of flowers and trees in tubs. These stay in place outside opening hours causing an obstruction on the pavement. Are they approved by and covered under terms of the licence?
