Hedge blocking the pavement

There are new tennants at number 5 Balland Way, Wootton Fields and they are resposible for the upkeep of this hedge which is on the outside of their garden wall. Pedestrian are having to walk on the road as the pavement is completely blocked by this overgrown hedge.
