Large trash bins left in front of 16 Eastfield Road, blocking footpath. they have been there for 3 weeks and owners have been asked to move them but owners have refused to move them. they are full of rubbish and the elderly residents are unable to move them. this is forcing pedestrians to have to walk in the street.
