Tree leaning badly

One of the trees that has already has had a large branch fall is leaning towards the footpath. There is a branch hanging low over the footpath. Despite the other branch being report previously, nothing has been done to clear the footpath completely. There is another branch low over the footpath a bit further along the path

    Low branches now obstructing footpath. This tree looks very unsafe. This is a public safety issue and needs to be made safe, or close the footpath
