Sent to West Northamptonshire Council less than a minute later. ref: 6439340.
Around telegraph pole / street lamp. Makes passing on the pavement difficult especially if a car is parked in the end of the bay.

Investigation: Ongoing (Reported to a third party) - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that the vegetation is the responsibility of the landowner. In accordance with the WNC Network Management Plan, we will contact the landowner and request they cut back their vegetation within 14 days of receipt of our correspondence. We will reinspect the vegetation to ensure they have complied.
