Overgrown Vines/Weeds coming on to private property

My property 41 Merthyr Road, NN5 7BT backs on to Littlewood Close. There is vegetation that is overgrowing on to my side of the fence and also a small tree that is in the corner that is overgrown.

This is not a civil matter as the root of the vegetation is from the council owned side which should be maintained by yourselves and has previously in 30 years I have lived here!
