Barbed wire on fence alongside public footpath

The garden that backs onto the alleyway between Ansell Way and Massey Close has barbed wire all along it's fence with no signage. It does not look well secured and the fence looks like it is about to fall down. This would leave the barbed wire on the ground which would be very dangerous to pedestrians and cyclists who use the path.
