All drainage from house like toilets , basins etc are very slow to empty

I think the sewer is probably flooded due to the rains we could hear gurgling through some of the downstairs plugs yesterday evening after which the drains and tiolets are slow to drain , not sure what can be done ,

Investigation: Ongoing - Thank you for your enquiry. West Northants received approximately 140mm of rain over a short period of time, resulting in severe flash flooding in many areas. The heavy rainfall had the ability to overwhelm the surface water drainage system. If your report is a repeat flooding incident, please could update this enquiry with further information, so that we can investigate. If this is not a repeat incident, we will close the enquiry after 7 days and the highways team will continue to monitor the location

Question for council what would surface water drainage have anything to do with '' gurgling through some of the downstairs plugs yesterday evening after which the drains and toilets are slow to drain'', totally different drainage systems , waste water from home does not go into surface water drainage .
