Sent to West Northamptonshire Council less than a minute later. ref: 6517272.

A black refuse bin has been left outside 1 The Drive, NN1 4RY. It is full (heavy) and is chained closed(!) ...so unable to check the contents. It has been there for at least 3 weeks & not moved
