Soak away and catch pit not draining

Sent to West Northamptonshire Council less than a minute later. ref: 6527272.

Rose hall lane was flooded outside number 7 on Monday 23rd and Thursday 26th October. There are 3 soakways on the lane that were installed by highways in July-August 2020. The soakaway catch pit and soakaway on the grass to the right of number 7 (if you are facing the property) has not drained since the rains on Monday. I have put a fibre optic camera into the catch pit and the soakaway is full. Highways drained the catch pit, which emptied out the soakaway on Friday 27th October. I opened the catchpit again today and it is full again . The drainage system is currently non-viable making my home highly vulnerable to further flooding.

  • Thames Water visited Rosehall on Thursday 26th of October. They stated that the soakaway and catchpit assets were not theirs. Highways have also indicated that they do not have the assets on their register. Basically this means that the soakaways and catch pits are not being maintained by anyone. this is likely to be a contributing factor to the flooding on the lane.

    The photo of the map is of the Thames water asset register which shows they only own the foul sewer. Fix my street map also has no record of catch pits and soakways.

  • Photo shows catch pit being emptied by Highways on Friday 27th October. Next photo is photo of catch pit today which shows gulley to soakaway is submerged again, meaning soakaway is full.

  • I have PDF plans of the soakaway infrastructure from Kier engineer, Martin Smith that can be made available to confirm that Highways implemented the assets. Appropriate operating and maintenance provision should be made for this infrastructure.

    In addition a full review of drainage on the lane is required due to homes flooding and public health risk due to the foul sewer breaching, likely contributed by legacy surface water gulleys to the foul sewer. There is one such connection directly outside 7 Rose Hall Lane.

A qualified Highways Inspector has assessed the photo/s and we can confirm that in accordance with the WNC Highways Inspection Manual, the defect meets the requirement for a Priority 3 repair. We will schedule a repair to be completed within 28 days. Our current average response time for a Priority 3 repair is 13 days.
