There is water running at steady flow out of the greenery over the pavement, luckily into a very nearby drain.

Investigation: Completed (Reported to a third party) - Good morning and thankyou for reporting this issue.
After a thorough and a timely ground survey several blocked and damaged pipes have been discovered and a repair has been agreed. This will now hopefully stem the residual water egressing from the BT building grounds, across the footway into the drain.
Please accept my humble gratitude for your patience in this matter and please dont hesitate to request an update if things are not completed to your satisfaction.
