Commercial vehicles (HGV’s)are persistently bring parked on highway out of normal working house and weekends depleting residents parking with only street parking

A company based opposite londis on Harlestone Rd , persistently park outside of working hours and all weekend on the public highway opposite 543 - 571 Harlestone td ,NN5 rather than using their own site. They park where many residents do not have off street parking or ample parking . Does the company need a licence for this ? Can I park my HGV outside my house ? . I have multiple pictures over various dates with same company vehicles often more than one vehicle parked at the time in this location spanning 6 months
