Public walkway between OAP bungalows

While walking through public walkway with my grandchild I couldn't get through with mt pushchair and my grandchild got wet and scratched.. it is a sight to been seen the local parish council man who is supposed to maintain does not and the 90 year old lady can't do it what's happening with the maintenance the poor oap can't even get out let alone the public with children they need help luckily my grandchild never hurt her eyes do something about please
