Overgrown rooting hawthorn ivy tree on loose ground

Sent to West Northamptonshire Council less than a minute later. ref: 6650508.

Tree is overhang garages and cars. My friend is a tree surgeon and says its top heavy, rotten and at any point can fall. This would cause damage go garages and vehicles (see pictures) Tree is on wasteland between our property/garage and neighbour running behind it. Please please please can we have it removed before winter storms come causing damage etc
