Very large Overgrown bush

This has been growing and has never been cut back or taken down the area is a green space however this takes a lot of that area away for children to play on but mostly the path is now almost fully obstructed by the bush a pushchair or wheelchair can not get through the small gap on the path. It is also an area where rubbish is thrown in to and it has no need to be there when there are no other hedges or trees along there it’s just a nuisance and causing a problem now.
