Natural spring?? or drain?

Sent to West Northamptonshire Council less than a minute later. ref: 6658441.
There is water coming from near the triangle verge of poplar and walgrave. Anglian water have investigated this on 21st oct ref 264 74 215 - and they have advised it not an Anglian water drain/pipe. They suggested it might be a natural spring that had re-appeared/re-routed. Please can this be investigated as I am concerned this might damage the underneath and possibly cause a sink hole. Please can there be some signage put up to say this is being investigated.

Investigation: Completed (Defect Found), Defect Repair: Not Started - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that in accordance with the WNC Highways Inspection Manual, the flooding has been assessed and requires a Priority 3 response. We will schedule drainage investigation work to be completed within 28 days. When the investigation has been completed, we will inform you of our findings and course of action. Our current average response time for a Priority 3 is 13 days.
