Street lighting and vegetation not managed

Sent to West Northamptonshire Council less than a minute later. ref: 6669172.
The street lighting in Windmill Glade is unsatisfactory where one house has allowed its conifers to both restrict the street light and 50% of the pavement. I have previously reported this matter twice, receiving “responses that ‘fobbed me off”.
The last response was Investigation: Completed (Highways to Monitor, Routine Inspection Programme) - Thank you for your enquiry. A qualified Highways Inspector has assessed the location, and we can confirm that in accordance with the WNC Highways Inspection Manual, this defect does not meet the investigatory levels for a repair. We will continue to monitor the condition as part of our routine highway inspection schedule. Should you notice the defect worsening, please inform us by raising a new Fixmystreet enquiry.

This evening whilst walking the route with my dog, the pathway was so dark that I did not see the edge and have subsequently rolled my ankle - it is painful!
I have a number of points 1. Please send a claim form for damages ( which will most likely be physio) 2. Send details of what the “Inspection manual” says is acceptable and what is not acceptable. From a FOI point of view, who has checked the site and when over the last year. Please email details to me. 3. Let me know the date and time of when the “qualified highways inspector” can meet me at the site.
Is WNC responsible for both the lighting and the pathway? The Parish Council has said it is nothing to do with them.
Very very disappointed.
