Blocking driveways with bins

This is becoming a constant problem whereby the bin men are leaving the bins blocking driveways after they've been emptied, this causes a serious safety issue when returning home as the bin is causing people to have to stop in the road to move the bin before they can get on their drives. This is not acceptable especially as many residents along this street are of retirement age and some need help on bin day anyway from neighbours and are a bit slower than younger people, also the bins seem to be dumped in pairs meaning residents are having to move more than one bin and other road users can get impatient

I was quite impressed that following this report every bin was placed back away from driveways and neighbours commented on what a relief it was not to have to stop in the road to move them, however a week later and all has been undone and they're back to being dumped in front of driveways again.

Photo update of how the bins are just strewn around after collection, it can't be that difficult to replace the bins in a suitable place rather than on drop kerbs and blocking pathways so I'm starting to think it's done on purpose especially when by the pictures I've taken it appears only certain house numbers are being affected this is the last update on here before I take things further by speaking to the local paper for advise on why the council won't listen or rectify this issue

Yet again blocking access to drives and incorrect bins placed outside various properties so residents have to go out and search for their bins. Can I point out that it is illegal to block access on dropped kerbs and I have no doubt the council would straight away issue fines to motorists doing so why is it acceptable for bins to be placed there?

I was contacted by the council and the company who collects the bins for them but I got the feeling it wasn't a concern for them really, so it feels like a complete waste of time reporting. How difficult is it to return a bin back to where it was left for collection yet again after I was told the problem would be addressed bins are being left strewn across driveways and pathways causing residents to stop vehicles in the road to move bins before being able to park properly and since surrounding areas have been developed this road has become a busy rat run which means it's potentially causing road rage situations when the road is blocked. I don't expect this will get sorted as the people dealing with it aren't at all bothered cos it doesn't affect them but I'll keep reporting it anyway then maybe something will eventually be done when they get fed up with me Its a simple request put bins back where the resident has left it for collection
