Excessive noise and block parking in the road

For the last few days Churches factory have been storing huge pallets of building materials in their small yard on the bend of Lincoln Road. They have been moving theses pallets in and out of the yard for nearly a week constantly running a large fork lift up and down the road with a loud incessant beeping sound driving us all mad. A few times they have occupied several of the residents parking spaces with these huge pallets, each one taking up more than one car space. Is a fork lift even allowed on the Road without licensed number plates anyway?
