There is water flowing from a manhole cover into the path and grassy area by the corner of the racecourse. This has been like this for a week or so

Still flooding. Water very visibly flowing from under manhole cover on the corner. Path and grassy area are waterlogged still.

This is a joke, I went to do my haircut across the street over a month ago in December, and when I saw that issue, I went on Monday, January 27, and there was still water pouring and flooding the area.
Why I'm paying a lot in council taxes and you can't fix a simple problem?
