Broken underground water course

There is a collapsed underground water course which has burst out of the verge allowing a huge volume of water to gush down the road. Neighbours have dug a trench to divert it into the field to prevent it flooding numbers 104 and 107 Upper Harlestone. I have reported this many times previously, can it be repaired please. It is not the responsibility of either Anglian water or Gigaclear.
