Water running down hill, freezing, dangerous

Sent to West Northamptonshire Council 4 hours, 21 minutes later. ref: 6960007.

Either there's a burst pipe, or a new spring has formed after the heavy rain a few weeks ago. Water is running like a proper stream down the hill, the road is completely wet / icy when it freezes, and it is forming "snow slush" at the bottom of the hill even though we haven't had any snow
