Bush overanging narrow pathway

15 Overstone Road, has a couple of overgrown bushes, the worst one as per the picture, hanging badly over the pathway, it is already a narrow pathway, the road is also narrow there, so cars often drive right up to the curb line, and we as pedestrians are being pushed dangerously close into the pathway of the cars due to having to walk so close to the curb. Cars often speed down this road and traffic is very busy at school run times.
I have already asked who I assume is the home owner (the lady that answered the door anyway) at the end of November to trim her bushes back in line with her wall, she said OK, but it's now been over 7 weeks and the situation is not improved.
Please cut the bushes due to pedestrian safety concern.

Investigation: Completed (Defect Found) - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that the vegetation is the responsibility of the landowner/occupants. However, it meets the criteria for a Priority 2 urgent response. We will schedule vegetation clearance to be completed within 7 days. We will contact the landowner/occupants and request they maintain their vegetation going forward.
