Missing downpipe causing ice buildup on pavement

Sent to West Northamptonshire Council less than a minute later. ref: 6963778.

The renovation of the Talbot is missing a downpipe. Therefore water is dripping over the pavement. In these icy conditions this has led to a build up of ice across the footpath which is impossible to see in the dark. My husband slipped on it whilst walking our dog. He narrowly missed falling into oncoming traffic and taking the dog with him. I’ll be reporting via planning too as they don’t appear to be compliant with approved plans.
