Mud on road

Builders working at Tilia Phase 2 are depositing a lot of mud on Copper Beach Crescent. I believe this may be a breach of their planning conditions under "nuisance."
The mud is working it's way onto Silver Birch Road and out on to Landimore Road where is it he become a wet muddy film. Landimore is a 40MPH road and this dirty moisture is being thrown up by passing vehicles and is most unpleasant for pedestrians - I've just returned from walking my daughter to school and had to change my trousers because they're covered in a dirty film that's being thrown up.
Aside from the mess it is potentially hazardous as it makes the road surface slippery. It is also an offence under the Highways Act to deposit anything on or above a highway that could inconvenience or endanger a user of that highway.

Still no better today. I've contacted Tilia and asked them to clean up the mess their staff are making but they're ghosting me.

They've had a chap drive up and down sprinkling water from a telehandler, but that's not doing anything other than liquifying the mess and making it worse. Prior to Christmas they were pressure washing vehicles as they left the site and had a street sweeper on patrol regularly throughout the day, but not any more.
I've tried contacting Tilia and asking them to clear up their mess but they're ghosting me.

It getting worse. There are offences under the Highways Act being committed here, and a potential breach of planning conditions. These requires actioning ASAP
