Broken bin - Rubbish is on the pavement

Sent to West Northamptonshire Council less than a minute later. ref: 7017606.

We have been sent this from a resident of Westminster Croft and at the entrance to the Croft is a rubbish bin. This has been broken for many months and was covered with a black bin liner. The bin liner has now been torn open and is now full of rubbish. This I feel is a health hazard as dog walkers use this bin for dog excrement.
