Ash tree growing large and into communication wires

The ash tree is is growing quite large and with recent storms poses a risk to my and neighbouring properties should it fall. Another ash tree was toppled in a recent storm and a tree specialist who was chopping it up that I spoke to regarding pruning some large trees on my property said that had the ash been pollarded it would have developed a larger root plate and been less likely to have toppled. It also would have made it less susceptible to ash die back. I know bats and owls roost in this tree so I would like it protected but also protect the cabling and surrounding properties. It abutts my boundary fence.

Hi I actually live at 7 mill lane and my neighbour over the road at Goffs farm came to speak to me abiut this tree yesterday and also wants it cut back because of his extension. We are now getting out of cutting back season and into leaf growth. The tree is outside of my fence line and on the highway verge so I'm not sure why we are establishing ownership.
