Overgrown tree shooting out of bottom

Where the tree is sprouting out of bottom of trunk and going into the road, it’s starting to scratch vehicles going by and scratching my own vehicle as I’m trying to reverse on the drive.

Investigation: Completed (Defect Found), Defect Repair: Not Started - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that in accordance with the WNC Highways Inspection Manual, the defect meets the requirement for a Priority 3 repair. We will schedule a repair to be completed within 28 days. Our current average response time for a Priority 3 repair is 18.5 days.
