Over grown tree

This tree is now over grown, and is causing problems Not only to myself but my neighbours. We have branches falling off and hitting my car on the driveway. I have to remove sap from by vehicle every few days as it will ruin the paintwork. As pensioners we have had to employ a window cleaner to remove the sap regularly.leaves block drain that is beneath the tree which causes the road to flood when there is significant rain fall. Is there anything that can be done to alleviate this problem.
