Investigation: Completed (No Action Necessary) - We do understand the concern that parking can have in close-knit residential areas. It is regrettable that in our hurried up lifestyles, common etiquette is sometimes seldom observed and drivers can often drive along or park on grass verges, across driveways, wait in inappropriate places, double-park and unintentionally block other vehicles but West Northamptonshire Highways do not have the enforcement powers to take any direct action against vehicles parking legally on the public highway unless there are parking restrictions in place which would allow us to enforce.
In January 2024 we extended our parking enforcement so our Civil Enforcement Officers can issue Penalty Charge Notices to a vehicle for a vehicle parking obstructively, in order to prevent and reduce people from ‘double parking’, and from parking in front of dropped kerbs. Further information on this new policy can be found on the following web link: Parking enforcement to be introduced in the new year | West Northamptonshire Council (westnorthants.gov.uk), and contacting the Council’s Parking Services directly on 0345 680 0153 or email to Parking.NCC@westnorthants.gov.uk for their contracted Civil Enforcement Officers (traffic wardens) to investigate and perhaps programme their visits on a more regular basis.
For our Civil Enforcement Officers to issue a Penalty Charge Notice they would need to be present and observe the vehicles parking for longer than 20 minutes. Regrettably, due to the geographical area that our Enforcement Officer’s cover it is not possible to remain in one location for a prolonged period, therefore there will unfortunately always be occasions where vehicles will park in contravention of the restrictions in place without receiving a Penalty Charge Notice.
Our enforcement officers cannot be at this location every week to monitor the vehicles so you may wish to contact the police as they would have the ability to decide on taking appropriate action against drivers that may be breaking road traffic laws and parking in a way that causes obstruction.
Such requests are made via the local Neighbourhood Policing Team by calling the non-emergency number 101 or by following the link on the Northants Police website: https://www.northants.police.uk/ . The Police can identify the owner by the registration number of the vehicle(s) and decide upon the relevant advisory or enforcement action to take. However, we have been informed that the police would only deal with parking issues where there is an immediate risk to safety and/or the parking constitutes an actual obstruction to traffic.
State changed to: No further action
