Disproportionate priority to traffic from Upton

Since the recent road resurfacing on the A4500, there seems to be disproportionate priority given to traffic turning right out of High Street, Upton. There can be queues of traffic heading both westbound and eastbound on the A4500 and yet a single vehicle at the junction coming out of Upton seems to halt everyone else and the lights change to allow priority coming out of the estate more frequently than feels reasonable.
