Trees bordering property are damaging driveway

2 trees planted by the house builder (Bellway) between the edge of our drive and the public pavement are causing damage to the drive - the roots are causing the tarmac to lift and crack all over the driveway. We've spoken to a tree surgeon, who said they were probably council property and therefore he couldn't do anything without permission. Can you confirm if this is the case? And if they're your responsibility, they need to be removed as they're causing increasing structural damage.

Investigation: Completed (No Action Necessary) - Good afternoon. Apologies for the slow reply. Following a land investigation, we can confirm your property boundary goes up to the pavement making the problematic trees a private issue. The tree surgeon therefore should be able to remove the trees, unless they are protected. We hope this helps.
