Overgrown vegetation

Sent to West Northamptonshire Council less than a minute later. ref: 7439954.
It's difficult to use the curb due to the overgrown vegetation in front of number 10 or 12. It's terrible. However, I don't know if this is the council's responsibility or the owners.

Investigation: Ongoing (Reported to a third party) - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that the vegetation is the responsibility of the landowner. In accordance with the WNC Network Management Plan, we will contact the landowner and request they cut back their vegetation within 14 days of receipt of our correspondence. We will reinspect the vegetation to ensure they have complied.

Investigation: Completed (Defect Found), Defect Repair: Not Started - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that in accordance with the WNC Highways Inspection Manual, the vegetation meets the criteria for a Priority 2 response. We will schedule vegetation clearance to be completed within 7 days.

First you said that someone inspected the site and that it's the responsibility of the owner of the property whereas now it appears that you will take action yourselves. It would be helpful if the process was clearer from the beginning.
