Overhanging Tree

There is a tree the other side of my front hedge that is overgrown. It’s hanging low over a pedestrian footpath and is now causing an issue. It’s also hanging low over my garden leaving broken branches in my garden.
I’ve reported this before and you told me it was not hanging low enough. The person in the picture is only 5”4 inch tall so you can see how low it’s now hanging.
