Completely blocked drain

Sent to West Northamptonshire Council less than a minute later. ref: 7684882.
Drain is full of dried mud which has baked hard in the sun. Any subsequent rain will not be able to drain as designed and cause the area to flood. Why is this not being maintained properly please?

Investigation: Completed (Defect Found), Defect Repair: Not Started - Thank you for your enquiry. A qualified Highways Inspector has assessed the location and we can confirm that in accordance with the WNC Highways Inspection Manual, the gully has been assessed and requires a Priority 4 response. We will schedule drainage investigation work to be completed within 26 weeks. When the investigation has been completed, we will inform you of our findings and course of action. Our current average response time for a Priority 4 is 52 days.
