Rotating cones on Traffic Lights are missing / not working

There is a new visually impaired pupil (long cane user) joining Northampton School for Boys in September and I noticed the rotating cones on both sides of the traffic lights to the left of the main building (when looking front on), do not work. This pupil will require these in full working order to be able to cross this road independently and safely.

Investigation: Completed (Highways to Monitor, Routine Inspection Programme) - Thank you for your enquiry. We have added tactile cones to the pedestrian crossing at Billing Road / Loyd Road. The pedestrian crossing of junction Billing Road / Chipsey Avenue requires upgrading for tactile cones to be added. This site has been put forward for a future upgrading scheme. Unfortunately, we do not have an timescale on this. In the meantime, please use the pedestrian crossing on the junction of Billing Road / Loyd Road for your safety.
